Specifications include, but are not limited to: Proposals must address local needs and consider ways to support all young children in a community. Proposals must also be informed by and aligned with statewide efforts and strategic priorities, through the following programmatic areas: Capacity Building: Develop shared goals, community priorities, and cross-sector coordination to better support families and caregivers in service of their young children, fortifying community strengths, aligning resources, and identifying gaps. Needs Assessment: Use standardized, evidence-informed tools to identify, collect, and analyze local data, and disseminate results. Strategic Planning: Informed by a needs assessment, address goals aligned with the state’s strategic plan [see appendix A] with comprehensive objective setting and action planning. Program Expansion or Implementation: Based on a needs assessment and strategic planning, expand an existing effective program or implement a new evidence-informed program and conduct evaluation (see section III.D).
