Specifications include, but are not limited to: A qualified management company to oversee the daily operation and reporting of the facility waste water treatment plant. Respondents should outline the following processes as part of their proposal: Management and oversight of technical aspect of plant operations to ensure facility compliance with State and Federal regulations Daily testing and records of wastewater data. All tests will be conducted to ensure that the facility is compliant with Department of Environmental Services (DES) regulations. Recording, submission and proper filing of DES documentation. All DES documentation and submission of said documents will be the responsibility of the respondent and records will be filed, on-site, for County access and review. Perform all aspects of sampling, monitoring and testing to remain within State and Federal compliance. Coordinate with the Merrimack County Director of Facilities to prepare annual fiscal budgets, generate projections for applicable supplies expenditures and allocate funds for repair / improvements to the wastewater facility. Regular communication and reporting to the Merrimack County Director of Facilities regarding any operational issues, and coordinating with Merrimack County staff to resolve any issues that need attention. Attend meetings with the County Administrator and/or the Merrimack County Board of Commissioners when a request for facility upgrade is deemed necessary.
