Specifications include, but are not limited to: The State of New Hampshire, acting through the Department of Transportation (NHDOT) is releasing this Request for Proposal (RFP) to procure a new Asset Analytics & Forecasting (AAFS) System with associated maintenance, training, support, and implementation services. The software and services will replace existing Pavement Management System software, incorporate bridge management analysis, and be scalable to incorporate additional assets as the Department’s asset management needs grow over time. To meet federally mandated obligations and to focus on the State’s most critical transportation infrastructure, the initial focus will be pavements and bridges on the National Highway System (NHS). The Initial Configuration of the AAFS will focus on this effort by forecasting pavement conditions; using International Roughness Index, Rutting, and Cracking percent as defined by the Highway Performance Monitoring System, as well as bridge conditions using deck, superstructure, substructure, and culvert conditions as defined by the National Bridge Inspection Standards. Forecasted work must be summarized by work types; preservation, maintenance, rehabilitation, initial construction, and reconstruction for proper documentation in the State’s Transportation Asset Management Plan. The State seeks to establish the expertise required to independently perform Asset Analytics and Forecasting. As such, the Initial Configuration of the Proposed Solution must be developed by the provider of the software using readily available data and information. The State will provide condition data and decision trees but anticipates limitations in the data that may need to be resolved or compensated for to ensure reasonable results. Two state employees, considered Analysts, will initially operate this configuration and must be trained adequately such that future Asset Analytics and Forecasting configurations may be developed independently. Expansion beyond the Initial Configuration will first incorporate the remaining pavement and bridge assets owned by NHDOT and then allow for development of iterative multi-year project schedules by Investment Program Managers. The incorporation and any additional configuration should be performed by State Analysists. However, the State appreciates complexity in configuration and is pursuing ongoing support to resolve challenges as they occur. The support will not only be used to troubleshoot issues but may be leveraged to incorporate external sources, improve analysis, and to protect the integrity of operational configurations as expansions occur. Planned expansions must be properly documented to keep the State and Proposer aware of schedules, roles, and responsibilities.
