A. Requirements 1) Space Provide approximately 850 to 2,000 square feet of open space per Tenant specifications. The space offered must be move in ready (turnkey) and meet or be renovated to meet the State’s programmatic needs and specifications, which include but are not limited to the following: 2) Landlord’s Lease Rate Proposals must offer a full “gross” lease rate, a full “gross” lease must include all utilities (heat, electricity, air conditioning, water and sewer), real estate taxes, insurance, building, and site maintenance services within the proposed annual rent. The proposed schedule of annual rent must also be inclusive of any renovation costs. Further favorable consideration will be given to proposals that also include provision of janitorial and recycling services. 3) Location Proposals that offer office space located in existing and/or “downtown” buildings shall be shown favorable preference during the RFP review process. This favorable preference is required by RSA 9B, the State of New Hampshire’s “Smart Growth” initiative. 4) Permits and Testing The responsibility and costs of any permits and testing associated with the space shall be borne solely by the Landlord. 5) State of New Hampshire Energy Code All proposals offering new construction and/or renovation that exceeds or adds twenty-five percent (25%) to the existing gross floor area must comply with the State of New Hampshire Energy Code. Proposals which exceed the energy code by at least an additional twenty percent (20%) shall be shown favorable preference. i. All proposals selected by the State as viable for “design development” (phase two of the RFP process) shall be required to provide a “life cycle” analysis and commissioning report along with their proposed final “design/build” floor plan and specifications. 6) Heating Ventilation and Air Condition (HVAC) The Landlord agreesto furnish heat, ventilation and air-conditioning to the premises in accordance with current industry standards as set forth by the American Industrial Hygiene Association (AIHA) and the American Society of Heating (ASH), Refrigeration and Air-Conditioning Engineers, Inc. (ASHRAE) during the Tenant’s business hours, the indoor air temperature of the premises shall range from 68F to 75F during the winter, and 69F to 76F in the summer; if humidity control is provided relative humidity in the premises shall range from 30% to 60%. During the Tenant’s business hours heating, ventilation and air conditioning shall also be provided to any common hallways, stairways, elevators and lavatories which are part of the building to which the premises are a part. The Tenant agrees that provision of heating, ventilation and air-conditioning is subject to reasonable interruptions due to the Landlord making repairs, alterations, maintenance or improvements to the system, or the infrequent occurrence of causes beyond the Landlord's control. All HVAC control systems and filters shall be cleaned and maintained by the Landlord in accordance with ASHRAE and AIHA standards, and in conformance with the provisions of Section 23 “Maintenance and Repair of Lighting, Alarm Systems, Exit Signs, etc.” herein and in a manner sufficient to provide consistent compliance with the State of New Hampshire's Clean Indoor Air Standards (RSA 10:B). If the premises are not equipped with an air handling system that provides centralized air-conditioning or humidity control the provisions set forth herein regarding these particular systems shall not apply. The HVAC system in the premises shall be maintained regularly and with due diligence in order to ensure continuous compliance with current industry standards set forth by the AIHA and the ASHRAE. All HVAC air filters shall be replaced on a semi-annual basis; and the air filters used in the HVAC system shall provide the greatest degree of particulate filtration feasible for use in the premise’s air handling system. All HVAC condensate pans shall be emptied and cleaned on a semi-annual basis. All maintenance of air quality standards shall be kept to statutory requirements and made to best efforts to observe and/or remedy deficiencies.
