THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a SOURCES SOUGHT only. The purpose of the synopsis is to gain knowledge of potential qualified sources and their business size classification relative to NAICS listed in the notice. Responses to this synopsis will be utilized by the Government to determine the appropriate procurement methodology. After review of the responses to this sources sought synopsis, a solicitation announcement may be published to the general public. Responses to this sources sought synopsis shall not be considered a response to a solicitation. All interested offerors will respond as an interested party to this sources sought.
THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
The New Hampshire Air National Guard requires a wearable tactical training system to assist in security forces training. The required training system must be wearable and provide physical feedback to the wearer when it senses a targeted hit. The system shall comprise of simulated weapons that mimic those currently in use, including the M18 pistol and M4 carbine. The training system shall consist of the following CLINS:
CLIN 0001: StressVest - Vest, StressX Belt and Transmitter (Brand Name or Equal)
Belt that can deliver safe, localized, adjustable shock or vibration capable of multiple modes, Vest that has sensor receiver to recognize laser pulse sent from training firearm (adjustable sizing), Transmitter that attaches to vest and can send wireless signal to belt for activation of shock/vibration.
CLIN 0002: StressVest - Storm 3075 Case (Holds up to 8 vests) (Brand Name or Equal)
Lockable carrying case that is watertight, press & pull latches, capable of placing a padlock, soft grip handles, and able to fit (8) training vests.
CLIN 0003: StressVest - Face Sensor Ball Cap (Brand Name or Equal)
Black Face sensor ball cap that enables capturing hits in the upper facial region.
CLIN 0004: StressVest - Laser Ammo Recoil Enabled M18 Pistol CO2 IR (Brand Name or Equal)
Non-projectile, force on force, firearm tactical training system capable of creating stress through a pain penalty without fear of projectile injury, and - Utilizes training firearms that fire a laser pulse to activate the vest.
CLIN 0005: Recoil Enabled Training M17/M18 CO2 MAG (Brand Name or Equal)
Magazine capable of fitting M17/M18 pistol, and capable of holding 12g CO2 Cartridge
CLIN 0006: StressVest - Hand Held Laser Activator (Brand Name or Equal)
Handheld laser activator to allow instructor to activate any specific vest.
CLIN 0007: StressVest - 10 Port USB Charging Hub (Brand Name or Equal)
Powered by normal wall outlet (120v), and 10 USB ports for charging vests, receivers/transmitters.
CLIN 0008: StressVest - Quick Sight USB Camera System (Brand Name or Equal)
Quick sight camera powered via USB cable to allow user to see and sight IR laser training weapons.
CLIN 0009: StressVest - 12g CO2 Cartridges (300 ct) (Brand Name or Equal)
12g cartridges, and compatible with M17/M18 CO2 magazine.
