The Division wants assistance in evaluating rate base, required rate of return, revenues, expenses, cost allocations, and rate design for the rate increase application filed by Otter Tail Power Company, Case No. PU-08-862. The chosen offeror will review Otter Tail’s application for reasonableness, make any necessary adjustments, and offer advice on policy matters to ensure reliable electric service at the lowest cost. The chosen offeror is expected to review Otter Tail’s application and determine the most critical and substantive elements of the application and make sure that each is appropriately reviewed and investigated. The chosen offeror will work with Commission staff to ensure proper direction, provide pre-filed written testimony, appear as an expert witness at the formal hearing on the application, work with the commission attorney in developing testimony and cross-examination questions for Otter Tail’s witnesses and other information that may be required.
