NARRATIVE: The purpose of this bid is to procure state boat registration decals for NH Dept. of Safety. The decals shall be produced in the form of pairs of 2-7/8” x 3” decals with matching serial numbers, side-by-side on a single liner. The decals are intended for placement on both sides of a boat hull, to signify proper registration of the boat by its owner. QUANTITY: 1) 120,000 printed decal sheets. 2) No overrun, and underrun may not exceed five tenths of one percent (0.5%). 3) Please also quote price per M, minimum quantity and lead time for additional decals re-ordered within 8 months’ time. FORMAT: 1) The size of a decal sheet will be 6” x 3”. The face stock of the sheet will be divided by two kiss cuts into two 2-7/8” x 3” stickers, plus a 1/4” staple tab on the left side edge. The liner shall remain single and undivided so that the decal application instructions printed on it will stay whole and readable. 2) The decal face stock shall be printed in PMS 021 ORANGE, numbered in two locations with a boat registration serial number in black ink, and coated with a clear protective coating overall. 3) The decal liner shall be printed in black. Ink coverage is light with no bleeds. DECAL STOCK: 1) All decals shall be made of 3M Scotchlite 5470 ER (WHITE) Validation Security Sheeting with Ensure Image, or an approved equal. This is a weather resistant, retro-reflective decal sheeting, incorporating a counterfeit-resistant security legend. 2) If bidding an alternative decal material other than that specified above, samples of the proposed stock must be provided with the bid, and references from comparable users must be furnished. NH Dept. of Safety reserves the right to reject any bid offer based on an alternate decal material it deems unsatisfactory. 3) Functional requirements of any offered decal material shall be as follows: A) Retro-reflectivity – A light shining on the decal material must be brightly reflected back to the source, as indicated in the table of reflectivity on the attached product bulletin for 3M Validation Security Sheeting Series 5470. B) Durability - The reflective material shall be weather resistant when processed and applied in accordance with recommended procedures. Following cleaning, it shall show no appreciable discoloration, cracking, blistering or dimensional change and no less than 50% of the specified minimum brightness values when subjected to accelerated weathering for 1200 hours in accordance with FED STD Method 141/6151 or ASTM G23-69 Type EH Weatherometer.
