Parents involved in FTC attend treatment with any provider that best meets their needs, rather than all receiving treatment from one treatment provider. Case Management, supervised by an LICSW, and peer support provide parents with the support to get into the appropriate treatment to meet their needs. Parents in FTC may be involved in any level of care of treatment with any provider. Strong communication is crucial to ensuring parents are getting their needs met with the treatment provider they are working with. In line with the Adult Best Practice Standard on Drug and Alcohol Testing, parents drug test results from treatment are not shared with the FTC team. However, the FTC team still needs information from drug tests to understand parents’ compliance with treatment goals. Drug testing provides objective, real-time data to monitor participant compliance and progress, inform therapeutic responses and adjustments in treatment, and ensure child safety and court confidence in parental recovery. Per FTC Best Practice Standards (Standard 5, Provision K), drug testing must be: • Scientifically valid and reliable; • Random, observed, and frequent; • Administered in a trauma-informed, culturally sensitive manner; • Used therapeutically — not punitively — within a coordinated response framework (Standard 7). The contracted medical provider will serve as the Clinical Oversight Provider for all drug testing performed through the FTC program. Duties include but are not limited to: I. Oversight Responsibilities • Provide input for drug testing protocols and procedures. • Ensure testing practices align with applicable clinical standards and insurer requirements. • Provide education and support to FTC team members around testing practices, • Consult on test interpretation. • Maintain compliance with all confidentiality requirements, including HIPAA and 42 CFR Part 2. • Participate in FTC multidisciplinary team (MDT) meetings as requested to provide medical insight on testing results and trends. • Ensure that testing data informs participant treatment planning and progress reviews. II. Insurance Billing • Facilitate or directly manage billing for drug testing services to insurance payers. • Maintain documentation supporting medical necessity, testing rationale, and proper coding.
