A. Project General Description The City of Manchester is seeking proposals from qualified vendors to design, deliver, and implement a modern Voice over Internet Protocol (VOIP) telephone system. The City’s goal is to consolidate 22 existing telephone systems into two redundant, highly available systems located at the Main Fire Station and Department of Public Works. The solution must enhance reliability, support failover, comply with public safety regulations, and improve communication for 1,000+ devices. In addition to the basic telephone and voicemail the features available with convergence include but not limited to fault tolerance and replication, email and cell phone integration, call reporting and line consolidation. Project Objectives - The City will consolidate telephone systems from 22 to 2 core redundant systems. - Provide 99.95% uptime service availability. - Ensure Enhanced E911 compliance. - Maintain all current telephone numbers including DID numbers. - Future-proof with scalable and flexible that will grow and change with business needs. - Provide scalability for at least 30% user growth. - Deliver advanced features (IVR, voicemail-to-email, analytics). - Minimize disruption during migration. C. General System Requirements 1. Onsite equipment will be mountable in a two-post rack or a plywood backboard. Equipment will operate on 120 VAC power, the amperage per device will not exceed 10 amps. 2. Replication of system data and user data may be in real time or asynchronous with a maximum out of sync time of 1 hour. System data and user data must be at a minimum of two locations. This requirement must be fulfilled when the second major site is installed. 3. The system must support multiple paging groups, paging through the phones and external paging systems in a campus environment. 4. The phone systems network will be connected to two-layer 3 links at the network core. 5. Telephone patch cables will be provided by the City. 6. All equipment should have at minimum a three-year replacement warranty. 7. There is an existing call recording system manufactured by Veriant. This system taps into the call by plugging the handset into a Zetron Model 21 instant recorder.
