The LBA is seeking to obtain the following legal services should a contract be awarded. Additional legal services may be sought based on the speciϐic needs of a project. 1.4.1 Policy review and suggestions for potential changes to LBA statutes focused on clarifying LBA authority. 1.4.2 Provide legal assistance to audit teams by advising auditors on laws that affect the agencies or political subdivisions they audit; interpreting the New Hampshire Constitution and State rules, federal regulations, and other authoritative binding requirements; reviewing case law and legal opinions; and providing advice related to whether agencies and political subdivisions apply appropriate interpretations and act in a manner consistent with their respective statutory responsibilities. 1.4.3 Develop and provide a minimum of two training sessions annually, two hours each, for LBA staff as part of their required continuing education. Topics must be focused on the environment in which the LBA conducts audits such as the State, its government, interpretation and implementation of laws and rules, procurement and contracting processes, Right-to-Know law (N.H. RSA 91-A), or other areas the LBA may request. 1.4.4 Facilitate preparation of LBA management for presentations to committees, auditees, and other similar entities. 1.4.5 Review interagency agreements for audit engagements and LBA contracts. 1.4.6 Review LBA reports as needed to ensure that the reports accurately represent statutes and rules cited, and that citations are correct. 1.4.7 Review information requests or other inquiries as needed including Right-to-Know requests.
