1. The firm will conduct a comprehensive review of all utilities and building features including electrical, mechanical, plumbing, generator,roof, window systems, and buildingsinsulation. In addition, the firm will conduct and identify any potential asbestos type materials within the building. If necessary, confirmation of the presence of asbestos shall be done through testing. The goal of the review is to identify the current age, condition, energy efficiency, and physical condition of the building and systems to determine the cost to bring the facility up to current fire, life safety, and ADA requirements. 2. The firm will meet with project stakeholders to discuss the scope, proposed schedule, and process for the entire project. 3. A programming document will be developed from meeting with the Fire Chief to identify each utility, building system, its estimated age, condition, and estimated lifespan in its current state. 4. Utilizing the program document, the firm will develop a conceptual estimate that includes replacement of the various utilities and building systems based upon the information acquired by the programming effort. Each element within the study will be separate in its evaluation to allow for future upgrades or renovations through a single system at a time. 5. The firm shall be adept in applying the relevant fire, life safety, and ADA codes, regulatory requirements, and operational guidelines for the various components of an emergency response facility when considering the estimated costs of the project
