The selected consultant shall: • Collaborate with the Town Manager, Fire Chief, and key stakeholders to refine the scope of the study. • Conduct a comprehensive analysis of the current fire and EMS service model, including: • Staffing levels (full-time, part-time, call force) • Response time • Call volume trends • Equipment and apparatus needs • Training and certification compliance • Mutual aid agreements • Facility adequacy and future needs • Benchmark against similar communities in New Hampshire and New England. • Present at least three alternative service delivery models, including: o Associated costs o Benefits and challenges of each o Potential implementation timelines • Provide recommendations for short-term and long-term improvements.
