Review specifics of driver's expectationsFocus Group Efforts and Findings (the Report, pg 30).b) Research other state, e.g, Minnesota, Michigan, Illinois, Washington, Vermont,Maine, Massachusetts, etc., and Canadian outreach programs and efforts thatspecifically deal with driver's expectations related to road and parking lot saltreduction efforts and similar projects addressing other environmental and socialissues that may serve as models.c) Convene and solicit additional input/buy-in from partners and stakeholders bycreating and using a stakeholder subcommittee with representatives from theDoS, DOT, and DES, and additional workgroup members and theirrecommendations for additional members. Work with these stakeholders to alsoidentify and evaluate winter driving safety methods and messages already underway, i.e., DOT electronic messaging billboards, gang plowing, etc.d) Incorporate relevant outreach information from town, state and DOTimplementation plans.Task 2: Identify and understand target audiences and barriers to desired behaviorchange and identify and prioritize objectives.a) Work with information gathered in Task 1 and stakeholder subcommittee toidentify target audiences including but not limited to: commuting drivers,vacationing drivers, commercial drivers, new drivers, public safety personnel, andwatershed residents.b) Build on Task 1 to identify, document, and prioritize knowledge, attitude, anddriver behavior change objectives for state and local roads and public and privateparking lots: e.g. understanding environmental impacts of salt, changes in bareroad expectations, adhering to reduced speed limits, following plow trucks, etc.c) Identify and implement additional research methods and steps needed to fill gapsin knowledge about audiences and to determine best messages and methods fortarget audiences. This includes target audience segments and demographics,reasons for driving, existing knowledge, expectations, attitudes, and behaviors,and barriers to change.
