Specifications include, but are not limited to: Consultant Study to Review the Legal, Systemic and Organizational Impact of Expanding the Jurisdiction of the Department of Juvenile Justice and Delinquency Prevention to include Persons 16 and 17 Years of Age. The using agency seeks a qualified consultant to perform the following analyses and formulate proposed recommendations regarding the legal, systemic, and organizational impact of expanding the jurisdiction of the Department of Juvenile Justice and Delinquency Prevention to include persons 16 and 17 years of age who commit crimes or infractions under State law or under an ordinance of local government. The study should identify shifts in costs between agencies with the implementation of the change in juvenile age, and assess the future projected impact of that change using cost/benefit analyses.
