The Vendor shall provide comprehensive research, evaluation, and project-management services to support the objectives of this initiative. The Scope of Work includes, but is not limited to, the activities described below. Vendors must propose a cohesive approach that integrates data collection, analysis, stakeholder engagement, and compliance requirements to ensure timely and accurate project completion. I. Focus Groups (3–5 Sessions; In-Person and/or Virtual) The Vendor shall design and facilitate three (3) to five (5) focus groups, either geo-located across New Hampshire or conducted virtually to ensure broad representation. Specific responsibilities include: • Development of recruitment criteria and participant outreach strategy. • Creation of facilitation guides and session materials. • Administration of participant consent, confidentiality notices, and forms as appropriate. • Provision of participant incentives in the form of small gift cards; Vendors must include gift card administration and tracking procedures. • Secure recording and transcription of sessions. • Delivery of a summary report synthesizing themes, trends, and relevant insights. II. Key Informant Interviews (KIIs) The Vendor shall conduct in-depth qualitative interviews with key stakeholders, including but not limited to decision-makers, landlords, service providers, referral partners, and recovery residence operators. Responsibilities include: • Development of interview protocols tailored to stakeholder groups. • Scheduling and conducting interviews, either virtually or in person. • Documentation and analysis of findings that highlight stakeholder experiences, perceived impacts, and system-level considerations.
