The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) Biogeochemical Sciences Branch has a requirement to construct a master BPA to purchase services for multi-omics characterization of cold regions samples. CRREL conducts various biological and chemical experiments on plants, microbes, and environmental samples. These experiments often require advanced multi-omics characterization of samples to identify biomarkers associated with biogeochemical processes.
A BPA is a simplified method of filling anticipated repetitive needs for supplies or services by establishing "charge accounts" with qualified sources of supply/services. Pursuant to Federal Acquisition Regulation (FAR) 13.303, Blanket Purchase Agreements (BPAs), the Contractor agrees to the identified terms and conditions of the BPA to provide the required multi-omics sample services exclusively with the ERDC.
Performance Specifications: The primary aspect of this requirement shall include multi-omics analysis of plant, microbial, or environmental samples. This includes metabolomics, proteomics, transcriptomics, and genomics. The Contractor shall perform genomic, transcriptomic, proteomic, and/or metabolomic analysis of biological samples to reveal genetic pathways and organism functions. Additional genomics services may also be requested for DNA library construction or gene synthesis. Other ERDC labs may also use this BPA with coordination with the CRREL Contracting Officer Representative (COR). In order to accomplish the work under this requirement, it shall be necessary, based on the individual practices and policies of the requested centers, for the contractor to provide the following tasks:

- Receive samples and perform quality assessment
- Generate omics data via metabolomics, proteomics, transcriptomics, and/or genomics services
- Process data and perform quality control
- Deliver raw data and description of instrument parameters used to collect data
- Perform data analysis
If and when requested, the vendor shall provide services in accordance with the specific requirements for the individual BPA Order, which may include, but are not limited to, the following broadly encompassing categories.
- Metabolomics Services:
- Targeted Metabolomics Service, GC-MS
- Targeted Metabolomics Service, LC-MS
- Untargeted Metabolomics Service, GC-MS
- Untargeted Metabolomic Service, LC-MS
- Data Analysis Metabolomics
- Proteomics Services:
- Targeted Proteomics Service, LC-MS/MS
- Untargeted Proteomics Service, LC-MS/MS
- Data Analysis Proteomics
- Transcriptomics Services:
- Transcriptomic Sequencing Service
- Data Analysis Transcriptomics
- Genomics Services:
- Sanger Sequencing Service
- Amplicon Sequencing Service
- Shotgun Metagenomics Sequencing Service
- Whole Genome Sequencing Service
- Gene Synthesis Service
- DNA Library Construction Service
- Data Analysis Genomics
It is not necessary for each entity to be capable of performing every service listed in this BPA list; individual BPA orders will vary and may include one, some, or all of these services.
Interested vendors need only to provide a response (letter format) which verifies the company’s interest and capabilities in providing the services outlined above, and enough information to provide CRREL with confirmation that the company can provide the requested services.
Interested vendors shall provide capability statements that include their company’s website address, price list, or catalog, if available, demonstrating representative pricing for supplies and/or services offered. The Government recognizes that no single vendor may be able to provide all requested services; therefore, multiple vendors may be selected as BPA holders.
There is no requirement for a “pricing bid” associated with this action.
