This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This solicitation is issued as a Request for Quote (RFQ), W913E525Q0010
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 20225-04.
The associated North American Industry Classification System (NAICS) code is 336120 – Heavy Duty Truck Manufacturing which has a small business size standard of 1,500 employees.
The United States Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, New Hampshire has a requirement for a contractor to provide four (4) tracked and two (2) wheeled Antarctic-capable Aircraft Rescue and Firefighting (ARFF) platform vehicles (prime movers).
This requirement is for the prime movers only, as the fire suppression system production and integration will be performed under a separate, future contract with a to-be-determined fire suppression system manufacturer. Upon delivery of the completed six (6) ARFF systems to CRREL in Hanover, NH, the Government will transport the ARFF prime movers to the National Science Foundation (NSF) facility in McMurdo Station, Antarctica.
Product Specifications: A partly custom solution is required consisting of commercially available wheeled and tracked, low ground pressure, 7.5-ton payload vehicles that will have separate, integrated commercially available fire suppression systems. This requirement is for the vehicle portion (prime mover) of the total ARFF solution. Slight modification of these commercial vehicles is required to meet the needs of Antarctic functionality, primarily in the tire/track size to meet the need of operation in deep, noncompacted snow, for mechanical systems to operate down to -30°C, and for engines to operate continually on AN8 fuel.

The Government intends to award a firm-fixed-price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation represents the Best Value, considering price and non-price factors. The basis for award will be an acceptable quote, the price of which may not be the lowest. The following factors shall be used to evaluate offers:
1) Technical approach to comply with specifications, delivery requirements, and warranty provisions as outlined in Section C, Description of Requirement (DOR).
2) Relevant past experience and competency in the nature of the requested mission.
3) Total price to fulfill the Government’s requirement in its entirety. Price will be evaluated for reasonableness and completeness.
A technically acceptable quote is one that clearly represents the ability to satisfy the minimum specified requirements outlined in Section C, Description of Requirement (DOR) and the quote submission instructions outlined in Section L, Instructions to Offerors. The quote shall provide sufficient information for the Government to determine its level of confidence in the ability of the Offeror to provide the requirements. Quotes that are ambiguous or are missing required information may be disqualified.
Quotes are intended to be evaluated, and award made, without discussions with offerors (other than discussions conducted for the purpose of minor clarifications) but the Government reserves the right to conduct discussions if necessary.
