Specifications include, but are not limited to: The State of Nevada, Purchasing Division on behalf of the Department of Health and Human Services, Division of Health Care Financing and Policy (DHCFP), hereinafter referred to as the “Division”, is seeking qualified vendors to provide Non-Emergency Medical Transportation (NEMT) brokerage services throughout the State of Nevada. As the single State agency administering the Medicaid (Title XIX) program in Nevada, the Division covers medical care and services to eligible recipients. Code of Federal Regulation 42 CFR 431.53 requires states to assure necessary emergency and non-emergency transportation for recipients to and from providers of healthcare. Medicaid funds may not be used to pay for transportation services that are otherwise available without charge to both Medicaid and non-Medicaid recipients. In addition, Medicaid is generally the payor of last resort except for certain Federal programs such as Title V Maternal and Child Health Block Grant funded services or special education related health services funded under the Individuals with Disabilities Education Act (IDEA). The NEMT program provides eligible Medicaid recipients access to Medicaid providers through transportation services. The NEMT brokerage services shall include coordination, management, and reimbursement of NEMT services. The NEMT vendor will provide certain levels of non-immediate medically necessary transports when non-emergency modes of transportation can accomplish the transfer of the recipient. All unscheduled emergency transportation including air and ground ambulance services are excluded from this RFP. The Division of Health Care Finance and Policy will administer a contract resulting from this RFP which will be an initial term of four (4) years, with one optional renewal periods of two (2) years if deemed in the best interest of the State and mutually agreed upon by both parties.
