Specifications include, but are not limited to: The work consists of the analysis and evaluation of the corridor, access management, community development and future growth, and safety improvements to the Mount Rose Highway and local roadways within the specified corridor, prioritizing feasible and affordable improvements to maximize safety, accommodate future growth and mobility of the traveling public- to include all modes of transportation, and developing conceptual designs within the study area. The SERVICE PROVIDER shall analyze and evaluate the relationship between the corridor and adjacent land: • Define acceptable levels of access and mobility (access management); consolidate and control access points, to include a roadway network master plan; • Analyze transportation safety issues; • Determine transportation system needs to support surrounding land uses, to include multimodal transportation opportunities; • Identify operational deficiencies and promote operational efficiency; • Develop base year (2020), interim year (2025) and design year (2040) travel demand forecasts; • Perform Caltrans Benefit-Cost analyses (Cal-B/C), identify risks and opportunities, classify types of right-of-way and existing utility availability to support enhancements; • Prioritizing both interim and long-term project solutions and funding perspective; • Include local roadway improvements necessary to meet the corridor Action Plan; and • Build consensus with the DEPARTMENT’s partnering agencies and the public. Upon completion of the evaluation, SERVICE PROVIDER will prepare a Final Corridor Action Plan documenting the results of the evaluation. The study will make reasonable recommendations as to the prioritization of enhancements.
