Specifications include, but are not limited to: • Consultant shall conduct comprehensive, objective, fair and professional investigation services. • Consultant shall gather facts and make factual findings, which the City’s Human Resources Department and legal counsel will use to make a recommendation to the City as to both the legal merits of the allegations and the appropriate course of action. • The following points may constitute the desired scope of an investigation: • Identify factual bases for any of the allegation; • Identify the absence of factual bases for any such allegation; • Identify factual bases for any responses/counter-allegations raised by witnesses or accused individual; • Identify the absence of factual bases for any responses/counter-allegations raised by witnesses or accused individuals; • Review applicable city policy or policies and determine whether the policy was violated • Assess the credibility of the complainant, accused individuals, and other witnesses; and • The investigation and resulting report shall be thorough and impartial.
