Specifications include, but are not limited to: It shall be the intent of this Informal Invitation to Bid to select both “Independent Contractors” and “Professional Services” providers (i.e. various professionals practicing within an agency based mental health services business), to provide Behavioral/Mental Health/Substance Abuse Treatment Services, described herein, to citizens residing within the confines of Washoe County, specifically the Reno/Sparks/Incline Village area, who become involved with child welfare. Recipients of Behavioral/Mental Health/Substance Abuse Treatment Services shall be the families (i.e. parent/caregiver and/or children) involved with HSA due to a report/investigation of child abuse and/or neglect under Nevada Revised Statute 432B. HSA is to make reasonable efforts to meet the behavioral/mental health needs of these parents/caregivers and/or their children by arranging and/or providing financial resources for: evaluations, assessments, individual and family therapies, addiction treatment (i.e., alcohol, drug, gambling etc.), and other specialized child-specific services. Behavioral/Mental Health/Substance Abuse Treatment Services shall be focused on meeting the identified treatment needs of the client (parent/caregiver) in order to enhance his/her diminished caregiver protective capacities. Treatment services for caregivers are provided to contribute to the achievement of case plan goals and the enhancement of caregiver protective capacities, and when possible, seek the child’s safe reunification with his/her parents/caretakers, or if necessary, placement in another permanent family. Behavioral/Mental Health/Substance Abuse Treatment Services shall be focused on meeting the identified treatment needs of the client (child) in order to enhance his/her overall wellbeing.
