K12 Drop-Arm Road Barriers at Davis Dam

This Sources Sought notice is solely for information and planning purposes and does not constitute a Request for Quotations/Proposal (RFQ/RFP) or a promise to issue an RFQ/RFP in the future. No formal solicitation for this work exists at this time. All qualified Contractors may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. We encourage all Small Business to respond. The Government will not award a contract based upon Contractor responses to this announcement. The Government does not intend to award a contract and will not pay for any information or administrative costs incurred in response to this notice.
The Bureau of Reclamation, Lower Colorado Region, has a requirement for installation and commissioning of four new active drop-arm beam barricades at Davis Dam, Nevada/Arizona. The Government is considering satisfying this requirement with a firm-fixed price type contract.

4. Product Service Code: Z2LB - Repair or Alteration of Highways, Roads, Streets, Bridges, and Railways
5. Performance Period: Work to be completed 200 calendar days after award
6. Anticipated Contract Type: Firm-Fixed Price
7. Magnitude of Construction Between $1,000,000 and $5,000,000.
The tasks required by Reclamation include installing and commissioning four new active drop-arm beam barricades. There will be demolition and replacing of the existing inground traffic barricades and installing new traffic barricades, and the restoration of roadway and sidewalk surfaces once the new barrier systems are accepted by Reclamation. The contractor shall provide operation and maintenance training to Reclamation personnel. The barriers are to be installed in various locations around Davis Dam. Two barrier locations will be in Arizona while the other two will be in Nevada. Work is to take place at the following address:

There is also an option to renovate Davis Dam's Administration Building, converting a building window to an exterior door.
(1) A Health and Safety Job Plan.
(2) Technical requirements for barriers meeting ASTM F2656-07 - Standard Test Method for Crash Testing of Vehicle Security Barriers. The four barriers shall meet the vehicle security barrier rating or equivalent.
(3) Safety Work Permit.
Capability Statement/Package
Sources should submit statements showing their experience and ability to perform the principal components of work listed above.
Interested sources are welcome to submit a capability statement package to include the following information:
1. Capability statement shall address your company experience performing the work listed above and identify available resources (specifically equipment & trained personnel) for performing this type of work.
2. Provide your business name, address, point of contact, phone number and email address.
3. Provide your business size & type: 8(a), HubZone, Service-Disabled Veteran, Women Owned, Indian Small Business Economic Enterprise (ISBEE), Small Business or Large Business, etc.
4. The capability statement shall demonstrate that your company is capable of performing under a contract of this magnitude and complexity. Please provide a list of ALL RELEVANT projects (projects of a similar size, scope, and complexity of the proposed project are considered relevant), either Government or commercial, performed within the last three (3) years, with a brief description of the project; contract number, project title, dollar amount, timeliness of performance, and customer satisfaction. Include the customer's name, address, telephone number, e -mail address, and points of contact with phone numbers. Indicate whether or not you were the prime contractor, and, if you were a subcontractor, provide the name and point of contact information for the prime contractor. Include the percentage of self-performed work, how the work was accomplished, and the performance rating for the work.
