Specifications include, but are not limited to: Voluntary Property Acquisition and Relocation Services Consultant SCOPE OF SERVICES The following describes the scope of services to be provided by the selected firm for the voluntary property acquisition and relocation services project, and the DOAs objectives. A. Project Objectives To offer eligible property owners the opportunity to convey their property to Clark County and, if accepted, to proceed with acquisition in full compliance with applicable law, regulation and policy. B. Scope of Work The selected firm will provide services as described below: General Requirements The successful firm will be responsible for providing the following general services, as well as other such similar services as may be needed and requested by DOA during the term of a professional services agreement: Managing the property acquisition and relocation assistance program in full compliance with federal law and regulation FAA policy and guidance the Clark County Code and DOA rules, regulations and written policies. Maintaining both electronic and hard-copy project and parcel files containing accurate and up-todate records of all actions taken in furtherance of property acquisition and relocation assistance services. Preparing an acquisition plan, to include a project schedule and budget, based on information supplied by DOA concerning property eligibility and property acquisition priorities. Preparing relocation plans, providing relocation assistance, and supporting DOA in the payment of relocation benefits to displaced persons. Communicating with residents who may be eligible for property acquisition and / or relocation assistance and benefits, including by staffing an office open to the public during hours prescribed by DOA and at a location that is acceptable to DOA. Developing LAS-specific educational and informational materials. Assisting DOA in the property acquisition process, including by obtaining title information, overseeing the appraisal and review appraisal, preparing other information needed in support of each written offer of just compensation, assisting in purchase negotiations, and preparing written documentation of administrative settlements. Assisting DOA in the development and administration of an appeal procedure to address grievances. Updating the Exhibit A Property Map, Airport Layout Plan Property Map and/or Noise Land Inventory to reflect parcels acquired pursuant to this property acquisition program, or providing the requisite information to DOA or its consultant to update these maps and inventories. Coordinating closely and regularly with DOA staff. Specific Requirements The successful firm will be responsible for performing the following specific tasks: Title Information and Property Description The successful firm will be responsible for securing accurate ownership information (including leaseholds, encumbrances and easements) and property descriptions (e.g., surveys and plats) needed in order to initiate the appraisal and negotiation processes for eligible parcels. Investigation of Hazardous Materials and Contamination The successful firm will be responsible for managing and directing environmental due diligence audits, which may include Phase I and Phase II environmental site assessments for communicating the results of each such audit to DOA and its consultants (e.g., property demolition contractors) and for factoring the results of each such audit into the determination of fair market value for eligible parcels. Appraisal and Review Appraisal The successful firm will be responsible for managing and directing an appraisal and review appraisal for each eligible parcel in order to establish fair market value. DOA will supply the successful firm with a list of qualified appraisers. The successful firm will be responsible for ensuring that each appraisal and review appraisal is prepared in a manner consistent with 49 C.F.R. Part 24, FAA Advisory Circular 150/5100-17, and the Uniform Standards of Professional Appraisal Practice. Real Property Acquisition The successful firm will be responsible for assisting DOA in the property acquisition process, including preparing all information required in support of each written offer of just compensation supporting purchase negotiations preparing agreements of purchase and sale and preparing documentation in support of any administrative settlements. Relocation Planning The successful firm will be responsible for preparing the preliminary relocation plan, to be completed before the distribution of a written offer of just compensation for preparing the acquisition stage relocation plan, based on interviews with identified displaced persons for maintaining replacement property listings for providing relocation advisory services for preparing relocation notices and for calculating and assisting DOA in the payment and administration of relocation benefits. Recordkeeping The successful firm will be responsible for preparing and maintaining all records as may be necessary and required for the proper administration of the voluntary property acquisition and relocation assistance program, including a project file, a parcel file for each eligible property, and any and all other such information and records as may be needed to enable DOA to make the required certifications related to the project, to ensure that costs for the program are eligible for federal financial assistance, and to permit program monitoring by the FAA or audit by the Department of Transportation Office of the Inspector General. All documents prepared in furtherance of the tasks described above will be the property of DOA and provided to DOA upon request or termination of the professional services agreement. NOTE The general and specific requirements identified above are intended to be illustrative and assist submitters in preparing an SOQ. A professional services agreement to be negotiated with the successful firm will prescribe the specific tasks to be performed in furtherance of the project as well as a project schedule. DOA reserves the right to initiate additional procurement(s) for any of the services listed above or for other such services as may be needed for the execution of the voluntary property acquisition and relocation assistance project.
