The selected vendor will serve People Living with HIV/AIDS (PLWH) who are eligible for RWPB. The vendor will provide coordination and administration of benefits for a group dental insurance plan. This is not a bid for a dental benefit manager, but as a group dental insurance plan. The vendor is expected to provide RWPB recipient with the best price for a group dental insurance plan for members with seamless coordination of benefits. The vendor must provide access to a statewide network of dental providers and offer a billing option(s) for consumer’s claim(s) handling and customer service capabilities. RWPB will put emphasis on any proposal that meets the level of services requested in Attachment J – Dental Services but is willing to negotiate services provided. The vendor should keep in mind the following considerations as they prepare proposals in response to this RFP. The dental program is 100% voluntary for RWPB consumers (current enrollment 2500+ consumers). Premiums will be paid entirely by RWPB recipient. The service will be in the form of a group dental insurance plan with services paid by the vendor and RWPB responsible for all premiums. The selected vendor will pay out all benefits to dental providers and will not receive additional funding from RWPB beyond the premiums paid per client. With respect to this contract and program, no commissions, bonuses, or overrides will be paid to any party directly by RWPB. No minimum participation requirements will be allowed by RWPB. The contractor will process all claims incurred while the contract between RWPB and the vendor is in effect. This includes run-out claims incurred during the period of the contract but processed after the contract has been terminated. The vendor will assist in any future transition to a new vendor if one is established. Transition will include providing client information as needed, continuation of coverage until the transition is finished, and letters sent to clients on the end of existing services. The transition period will begin from the time that a new vendor is selected until the end of the outgoing vendor’s existing contract.
