The City District will finance portions of public improvements that will be required to support the development of the project. Key elements of the Scope of Work include: • Assessment methodology development • Assessment Engineer’s report. The content of the report is expected to include: o Listing of the facilities to be funded by the proceeds of the bond sale; o Estimated project acquisition cost for the facilities o Estimated construction timeline for the facilities o Method and formula used to allocate the cost of the facilities to the benefiting parcels within the SAD o List of APNs and their corresponding assessment lien amount, which represents the maximum amount to be assessed for each parcel within the SAD (may be based on a combination of preliminary and final recorded maps) o Assessment map showing the boundaries of the District, a list of parcels and an assessment lien attached to each parcel in the District o Opinion that the assessments are spread in accordance with the requirements of NRS 271 • Support for Public Hearings – presentations to City Council, responding to protests, expert testimony if needed • Coordination with legal & finance teams – ensuring compliance with bond counsel, city attorney, city treasurer, and financial advisor • Updates and revisions – ability to adjust as project scope, costs, or boundaries change • Optional services – the City may also desire to contract with the assessment engineer for ongoing administration of the District.
