Nevada Assembly Bill 182 was signed into law by Governor Sandoval on May 31, 2011 and becameeffective on July 1, 2011. In order to begin the process of designating inland ports, the Office ofEconomic Development is responsible for drafting a State Plan for Inland Ports. According to thelegislation, the Office shall:a) Develop a State Plan for Inland Ports. The Plan must include, without limitation:1)A comprehensive, long-term general plan for the physical development of inlandports which promotes encourages and aids in the development of the economicinterests of this State.2)Requirements for the creation of inland orts for the purposes of the Inland PortAuthority Act which affect economic and industrial development.b) Promote, encourage and aid in the development of inland ports in this State.c) Identify sources of financing to assist local governments in developing or expanding inlandports.d) Encourage and assist local governments in planning and preparing projects for inland ports.e) Promote close cooperation between local governments, other public agencies and privatepersons that have an interest in creating, operating or maintaining inland ports in the State. The purpose of this research is to determine the viability of developing Inland Ports in Nevada toenhance trade and job creation. Both the public and private sectors must be polled and ideas solicitedfor the features that would be desirable if Inland Ports are developed.a) Conduct an outreach to public sector (cities, counties, federal and state agencies) as well asthe private sector import/export, logistics and transportation companies to verify thefeasibility of inland ports in Nevada.b) Catalogue the common attributes desired for inland ports from the discussions that favorinland port development in Nevada.c) Identify resources and financing sources that have been utilized by inland ports in the US thatcould be of assistance to local governments in developing or expanding inland ports.d) Develop a strategy, based on best practices utilized to successfully develop other inlandports, that illustrates the steps and timetable necessary to proceed with a plan for inland ports. No additional specifications were given.
