Specifications include, but are not limited to: ITEM SPECIFICATIONS TC "3. ITEM SPECIFICATIONS" \f C \l "1" Unless otherwise specified in this ITB, reference to a specific manufacturer or a specific product or model in the bid specifications does not restrict bidders to that manufacturer, product or model. This method is used to indicate the functional requirements (e.g., type, design, characteristics, quality) of the article desired. Bids may be considered on other manufacturer’s products or other models determined by the Purchasing Division to be the functional equivalent of the product or model referenced. GENERAL The Nevada Department of Transportation is requesting bids for the establishment of an OPEN TERM CONTRACT for Liquid Deicer Agent. The material quoted must meet the following criteria: a. Magnesium Chloride (MgCl) must be received as a liquid. b. MgCl must stay in solution with a minimum of agitation and remain effective at temperatures down to -8 degrees Fahrenheit. c. Corrosion inhibitor products must have successfully completed the National Association of Corrosion Engineers (NACE) Standard TM0169-95, as modified by the PNS, be added during the manufacturing process and meet PNS (Pacific Northwest Snowfighters) standard specifications of 70% less corrosive than rock salt (NaCl2), minimum. Post addition of corrosion inhibitors is prohibited. d. MgCl (categorized as an alternative deicer), shall be analyzed at a Nevada Certified Laboratory. Testing methodology, used by laboratory, shall be accepted by the EPA for Clean Water Act compliance. Analyses are for informational purposes only, shall be included for each product at bid time, and shall consist of the following: 1. Ammonia – Nitrogen 2. Total Kjeldahl Nitrogen 3. Nitrate and Nitrite – Nitrogen 4. Total Phosphorus 5. Biological Oxygen Demand 6. Chemical Oxygen Demand 7. Frictional Analysis 8. Toxicity Testing 9. pH e. Additional Analysis, per PNS methods and upper concentration limits, shall be included for each product at time of bid; to include: 1. Arsenic 5.0 ppm 2. Barium 100.0 ppm 3. Cadmium 0.20 ppm
