Project Overview Provide all labor, materials, equipment, and qualified personnel to perform comprehensive preventive maintenance, inspections, and related repair support for eleven (11) water cooled HVAC chiller systems at the Las Vegas Convention Center, maintaining reliability and efficiency while ensuring full compliance with refrigerant management and all applicable local, state, and federal regulations. Condition to Bid: Scope of Work 1. Introduction and Purpose This Scope of Work (SOW) covers comprehensive annual maintenance services for eleven (11) water cooled HVAC chiller systems at the Las Vegas Convention Center, including labor, equipment, and materials for both monthly and annual activities. The Successful Bidder is required to ensure compliance with all applicable laws, regulations, and Authority policies. 2. Compliance, Documentation, and Quality Assurance a. Ensure strict compliance with all codes, including the latest Clark County Uniform Standards and public safety regulations. b. Adhere to all updated Chlorofluorocarbon (CFC) policies, manage employee certifications, and maintain correct refrigerant documentation. c. Submit Universal Compliance Cards and quarterly Refrigerant Compliance Forms; promptly adopt regulatory updates as mandated. d. Retain contract-related records, including all documentation, transaction records, time cards, cost and accounting records, securely in Clark County, Nevada, for five (5) years after contract completion, with Authority access for inspection. e. Submit CFC compliance records, EPA documentation, and documentation of proper disposal of used oil and filters within seven (7) days of service completion. 3. General Maintenance and Servicing a. Only certified technicians may perform refrigerant work, using approved recycling and storage equipment. b. Maintain a local authorized/mechanically capable service facility able to supply parts, install components, ensure full system functionality, and service all covered equipment. c. All services, updates, manufacturer notifications, and warranty requirements must be followed and documented. Arrange specialized services to retain warranties at no additional charge when needed. d. Maintain and replace VFD drives, sacrificial anodes, and all associated parts as specified by manufacturers. 4. Scheduled and Preventive Maintenance a. Perform monthly operating inspections (11 times annually), including but not limited to: i. Leak testing, temperature/pressure logging, purge check, unit inspection, written reports, and proposing costed recommendations.
