The Department of Veterans Affair, National Cemetery Administration (NCA), is seeking sources that can provide ground maintenance service at Elko National Cemetery, NV. This is Not a solicitation announcement. This is a Sources Sought/Request for information (RFI) only. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to the sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.
The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service-disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 561730-Landscaping Services with size standards of $9.5 Million. Note that if VA’s pending market research establishes that two or more SDVOSB or VOSB, who are certified on SBA’s, Veteran Small Business Certification (sba.gov), can perform the project at a fair and reasonable price, VA will set aside the underlying solicitation per 38 U.S.C. §8127.
Responses to this synopsis (Sources Sought) will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Synopsis, a solicitation announcement may be published on SAM.gov and/or GSA eBuy. Responses to this Sources Sought Synopsis are not considered adequate responses to the solicitation announcement.
General Requirements:
This requirement is a non-personal service in which the contractor shall provide all personnel, materials, equipment, and maintenance necessary to ensure that ground maintenance and improvement services are performed for Elko National Cemetery NV located in Elko, Nevada. The Government shall not exercise any supervision or control over the contract service providers performing the services. Such service providers shall be accountable solely to the contractor who, in turn, is responsible to the Government.
The basic service objective is to maintain the cemeteries’ esteemed grounds with care resulting in aesthetically pleasing landscape, care for burial sections, and memorial sites to honor those who have served our nation.
The Contractor shall provide all labor, equipment, materials, and supervision at all times of its employees by Contractor on-site Manager to perform the service requirements under this contract for Elko National Cemetery NV (ENC). Service requirements include:
- Interment and Disinterment Services
- Headstone Services
- Gravesite Maintenance
- Grounds Maintenance
- Tree, Shrub, and Planting Bed Maintenance
- Irrigation System Services
- Pond Services
- Drainage System Maintenance
- Trash & Debris Removal
- Pavement Sweeping and Cleaning
- Ice Prevention/Snow & Ice Removal
- Structure Cleaning and Light Maintenance
- Ceremonies Assistance
The intent is to establish an Indefinite Delivery Indefinite Quantity (IDIQ) for a base year and four (4) option periods with the Governments’ discretion to exercise.

If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from this response. Responses to this Sources Sought Synopsis is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct competitive procurement. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred in response to this announcement.
