PHASE I – WQMP DEVELOPMENT (12 MONTH DEADLINE) 4.1.1 Evaluate the status of area-wide water quality planning across metropolitan and rural Clark County and WQMP planning in similar metropolitan areas, and establish framework for a unified watershed-based approach to water quality planning efforts. 4.1.2 Develop a new streamlined WQMP across diverse watersheds in Clark County that addresses each element specified in NRS 244A.571. The Proposal shall include a proposed approach and strategies. 4.1.3 Develop associated implementation procedures to ensure ongoing compliance with the WQMP. 4.2 PHASE II – OUTREACH AND APPROVALS 4.2.1 Coordinate public outreach, develop comment responsiveness summary, and finalization of the WQMP through required approvals. The DISTRICT may perform some of these functions.
