Specifications include, but are not limited to: The Regional Partners will administer City, Regional, and Federal funds to assist with the cost of operating an Emergency Shelter Program for adult men that includes housing-focused environments that promote engagement in housing-stability planning and provide a variety of resources, bulletin boards, and drop-in opportunities for residents to further their progress toward attaining housing. The PROGRAM is aimed at reducing unsheltered homelessness in Northern Nevada and is designed to offer services to our homeless households through the provision of housing crisis resolution services and emergency shelter during the entire year. All services must be easily accessible and evaluated for effectiveness on a regular basis. Regional Partners will authorize funds made available for 3 (three) years starting with the 2020/2021 program year commencing on July 1, 2020 with the option to renew for 2 (two), additional one-year periods. The PROGRAM services shall be provided to households experiencing homelessness free of charge and without restrictions on the length of stay for the entire contract period. The PROGRAM goal is to end homelessness: permanently resolving housing crisis, facilitating self-resolution, rehousing people quickly, reducing unsheltered homelessness, decreasing the number of frequent users of shelters, creating better system flow, connecting people to coordinated entry, providing housing navigation services, and connecting people to other resources to help stabilize them once housed.
