Specifications include, but are not limited to: Assist OSIT in the creation of a broadband infrastructure grant program and process that meets federal and State requirements and includes the following aspects: RFP development, proposal solicitation, evaluation criteria, evaluation process, proposal selection, post-award program compliance, State and federal fiscal and operational reporting, and audit. Note: some of this work has already been done and OSIT would need assistance refining processes and ensuring compliance with federal rules and regulations. An evaluation of the technical and financial aspects of broadband infrastructure proposals that includes an assessment of the proposed network design, construction and implementation timelines, business plan, compliance with federal requirements, reasonableness of the cost, feasibility, and likelihood of success. Make recommendations to OSIT staff about which proposals to fund. Assist OSIT staff in a post-award grant program evaluation, including recommendations to improve the application process for future funding opportunities.
