Specifications include, but are not limited to: 1. Access to a comprehensive Data Fabric that includes current service speeds and service types-Provide the State with access for at least 5 years with renewable extension options to comprehensive, statewide data for broadband serviceable locations in Nevada that can be imported into a mapping or visualization platform of OSIT’s choosing. ; a. Isolate based on FCC 477 data address locations in Nevada that currently do not have access to broadband service at 25/3 Mbps, and other speed thresholds such as 100/20 or 100/100 Mbps. ; b. Identify areas where the State of Nevada may consider challenging the FCC updated broadband availability/FCC Data Fabric Map. ; c. Review and comment on State of Nevada challenges to the FCC Data Fabric Map.; d. Include the ability to search and parse data by type of last mile technology service – including by No service available, Satellite only, DSL only, Cable only, Fixed wireless only, Fiber to the Home only and in any combination of Satellite, DSL, Cable, Fixed Wireless and Fiber.; e. Work with the OSIT GIS department to develop mapping formats for residential and business units where the ratio of residences to serviceable locations may not be one-to-one such as MDUs; f. Provide assistance to and answer questions from OSIT Executive, Fiber and GIS staff as OSIT produces visualizations, maps, and/or data repositories using the information requested and described above.; g. Answer questions about the Data Fabric from OSIT as it evaluates applications for broadband infrastructure funding.; h. Assist with responses to service provider challenges to broadband infrastructure funding decisions throughout the length of the contract. ; 2. Cost estimates for deployment of 100Mbps/100Mbps service in unserved and underserved areas: Provide OSIT with construction and operating cost estimation tools for fiber, fixed wireless, and hybrid infrastructure projects that allow for user-adjustable inputs in order to allow for analysis of last mile and middle mile projects. Answer questions about the cost estimates from OSIT as it evaluates applications for broadband infrastructure funding.; 3. Broadband Infrastructure Financial Analysis: Provide assistance with developing financial analyses, business cases, and recommended designs for last-mile and middle-mile projects in each region of the state. ; 4. Funding Advisory Services: Provide recommendations and advice on rules and regulations related to federal broadband funding from the American Rescue Plan Act (ARPA) State Fiscal Recovery Funds, Capital Projects Fund, the Infrastructure Investment and Jobs Act Broadband Equity, Access and Deployment grants, and other federal funding sources.
