Specifications include, but are not limited to: Responsibilities of the Contractor: i. Prior to starting work on this project, the Contractor must contact NSP Radio Engineering Division at (402) 471-8750 and give an advance notice of at least five (5) business days that it intends to start work on the project. ii. The Contractor and a State of Nebraska Representative will meet on site the day of the initial start of work. This meeting will be to discuss hazards, processes, equipment, tools, environment and materials. Emergency contact information will be provided to the Contractor. Any unusual situations encountered by the Contractor shall be reported to the State of Nebraska Representative as soon as possible. The State of Nebraska Representative will be available by phone or on site throughout the project. iii. Once the Contractor has communicated a project start date to NSP, the NSP will coordinate with the Contractor and the local power provider to remove electrical power and power company equipment when appropriate. iv. The Contractor is responsible for completing all precautionary steps prior to beginning demolition of the tower site; to include but no limited to calling the Nebraska One-Call Notification Center prior to digging at the tower site, so as to have any buried cables or lines marked as required by the One-Call Notification System Act. v. The Contractor is responsible for having the fuel tank inspected for leakage prior to starting work at the site and ensuring that the fuel tank is not damaged by the demolition of the tower site vi. The Contractor is responsible for obtaining any necessary permits for the project and for paying the cost of any permits. Note: The tower is located on state owned property but as outlined above, however, the removal may impact local streets or require vacating some private residential buildings. vii. Contractor is responsible to comply with, and pay for, any/all permits required by local authorities and ordinances. viii. Contractor is responsible to comply with any/all regulatory requirements governing EPA, state and local notification regulations before starting tower removal. ix. Comply with hauling and disposal regulations of authorities having jurisdiction. x. Landfill records for record purposes indicating receipt and acceptance of hazardous wastes by a landfill facility licensed to accept hazardous wastes, if applicable. xi. Storage or sale of removed items or materials on-site will not be permitted unless agreed upon and approved. xii. Use of explosives will not be permitted. xiii. Contractor is responsible for all equipment, material, and labor required for the removal, disposal and site cleanup. xiv. Survey the condition of the tower to determine whether removing any element might result in a structural deficiency or unplanned collapse of any portion of the structure or adjacent structures during removal. xv. Perform surveys as the work progresses to detect hazards resulting from tower and equipment removal activities. xvi. Ensure chemicals, gases, explosives, acids, flammables, or other dangerous materials have been drained and/or removed before proceeding with tower removal operations. xvii. Conduct tower and equipment removal operations and remove debris to ensure minimum interference with roads, streets, walks, and other adjacent occupied and used facilities. xviii. Do not close or obstruct streets, walks, or other adjacent occupied or used facilities without permission from the city and authorities having jurisdiction. Provide alternate routes around closed or obstructed traffic ways if required by governing regulations. xix. Conduct tower and equipment removal operations to prevent injury to people and damage to adjacent buildings and facilities to remain. Ensure safe passage of people around tower removal area. xx. Contractor is responsible for site security and safety. xxi. Protect existing site improvements, appurtenances, and landscaping to remain. xxii. Do not create hazardous or objectionable conditions, such as ice, flooding, and pollution, when using water. xxiii. Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas. xxiv. Promptly repair damages to adjacent facilities caused by the tower removal operations. Adjacent facilities to be protected. xxv. The contractor shall preserve all surrounding buildings and property. Contractor should note the proximity of surrounding buildings. Any damage to surrounding buildings or property will be repaired by the contractor at contractor expense. xxvi. Do not burn any equipment/materials.
