III. SCOPE OF SERVICES The selected firm will be responsible for the following services: 1. Review of Existing Reports: Evaluate the Phase I and Phase II ESA, as well as the facility appraisal, to gain an understanding of the site conditions. 2. On-Site Inspection: Conduct a comprehensive site visit to confirm the presence, extent, and condition of asbestos-containing materials. 3. Regulatory Compliance Review: Ensure that all work is in accordance with federal, state, and local regulations, including but not limited to EPA, OSHA, and Nebraska Department of Environmental Quality (NDEQ) standards. 4. Preparation of Abatement Bid Package: Develop a complete bid package for asbestos removal, including, but limited to: o Scope of work o Plans and Technical specifications o Cost estimates o Project timeline o Regulatory compliance requirements 5. Coordination with Regulatory Agencies: Provide guidance and necessary documentation for approvals and regulatory compliance. 6. Stakeholder Communication: Provide regular updates to City officials and stakeholders. 7. Bid Review Support (Optional): Assist the City with reviewing contractor bids and recommending a qualified abatement firm. 8. Brownfield Grant Application (Optional): Assist the City with preparing a grant application for funding assistance to abate contamination.
