Specifications include, but are not limited to: 5.1.Phase I –Environmental Site Assessment.5.1.1.The Vendor shall coordinate closely with StarTran to confirm the needs and requirements of the agency are met to the greatest extent possible.5.1.1.1.The Vendor, if selected, shall coordinate with StarTran to conference call with FTA Environmental Specialist for Region VII to review FTA’s expectations for environmental site assessment.5.1.2.The Vendor shall conduct necessary programming and data compilation efforts to determine appropriate concepts and schematics to conduct an Environmental Site Assessment. 5.1.2.1.The vendor shall perform all work and preparation of an ESA in accordance with the format of ASTEM E1527-13, “Standard Practice for Environmental SiteAssessments: Phase I Environmental Site Assessment Process”.5.1.2.2.The vendor shall follow Federal Transit Administration (FTA) regulations pursuant to 23 C.F.R. Part 771. Environmental Impact and Related Procedures for the environmental site assessment documentation.5.1.2.3.The ESA shall include the following scope items:5.1.2.3.1.Records Review5.1.2.3.1.1.Review of physical setting sources related to the Assessment Property;5.1.2.3.1.2.Review of federal, state, tribal, and local environmental records related to the Assessment and adjoining property; and5.1.2.3.1.3.Review of historical information related to the Assessment Property.5.1.2.3.2.Site Reconnaissance5.1.2.3.2.1.Conduct a visual walk-through of the Assessment Property and facilities, if any;5.1.2.3.2.2.Document visual site setting and land use of Assessment Property;5.1.2.3.2.3.Visual inspection of adjoining properties from property lines of Assessment Property; and 5.1.2.3.2.4.Document site reconnaissance with photographs.5.1.2.3.3.Interviews5.1.2.3.3.1.Interview current, landowner, occupant, facility manager(s), if any and others as applicable;5.1.2.3.3.2.Interview local government officials; and 5.1.2.3.3.3.Interview with client about specialized knowledge of the Assessment Property.5.1.2.3.4.Report-of-Findings5.1.2.3.4.1.Prepare the Report of Findings summarizing the results of the records review, site reconnaissance, and interviews and submit as an electronic document (PDF).5.2.Weltands Delineation5.2.1.The vendor shall perform a site visit with survey to identify and map any existing wetlands anddetermine US Army Core of Engineers (USACE)jurisdictional boundaries.5.2.1.1.The vendor shall prepare a report of findings summarizing the results of the sitesurvey.5.2.1.1.1.Report of findings shall include a map of any existing wetlands.5.2.1.1.2.Report of findings shall include any determination of USACEjurisdictional boundaries.5.3.Phase II –Environmental Site Assessment(if required)5.3.1.The Vendor shall coordinate closely with StarTran to confirm the needs and requirements are met to the greatest extent possible.5.3.1.1.The vendor shall provide StarTran with a draft Work Plan and a final Work Plan.5.3.2.The vendor shall conduct Invasive Site Instigation, if recognized Environmental Conditions are identified.5.3.2.1.Data collection efforts may include analysis of soil, air, and/or water sampling. 5.3.2.1.1.The investigation shall include up to five (5) soil borings and lab testing.5.3.2.1.1.1.Soil type investigation of 3-4 boring locations.5.3.2.1.1.2.Structural soil/rock investigations of 1-2 boring locations.5.3.2.2.The Vendor shall prepare a report of findings and provide StarTran with a draft report and a final report.
