Specifications include, but are not limited to: The Nebraska Department of Correctional Services is soliciting proposals from organizations or bidders for the development and implementation of evidence based programming to provide parent education, early literacy, relationship skills development, and reentry planning involving family members of incarcerated parents prior to their release. The services are to be provided in ten facilities throughout Nebraska, which is currently a voluntary program for inmate participation. Specific inmates may be referred to such programming based on individual needs and departmental objectives. New facilities or additional programming may be added to the contract as agreed upon. The benefits of family focused programs for incarcerated individuals, including family based reentry planning, parenting education and support programs, enhances the well-being of individual family members and results in greater family economic stability and lower recidivism. The goal of this Request for Proposal (RFP) is to procure comprehensive Inmate Parenting Programming for eligible incarcerated parents, designed to mitigate the effects of the inmates’ incarceration on their families, enhance the inmates’ ability to engage responsibly with their children, and improve outcomes for both the inmate and their families upon the inmates’ eventual return to the community.
