The contractor will develop a comprehensive operations manual for WIOA Title 1B services, including Adult, Dislocated Worker, and Youth programs, as well as procedures for operating the Resource Room, business services, and fulfilling One-Stop Operator responsibilities. While operational procedures from the current service provider are in place, they will need to be revised and streamlined to reflect the new service delivery structure. 3.2 Following the development of the operations manual, the Contractor will provide training to the Operations Manager and frontline staff (the service delivery team). All training sessions will be recorded to ensure consistent onboarding for future staff. 3.3 In collaboration with the City of Lincoln Information Services team, the Contractor will also create electronic forms, including but not limited to: On-the-Job Training agreements, Supportive Services contracts, Individual Training Accounts, and Pre-Award Checklists. A key goal of this work is to support the creation of a paperless enrollment process that enhances efficiency and consistency across programs. Additionally, the Contractor will develop desk aids to support frontline staff in day-to-day operations. 3.4 The Contractor will also design a peer-to-peer self-monitoring process to promote continuous quality improvement among staff.
