The selected consultant will provide final design, environmental clearance, and all necessary documentation to ensure compliance with applicable federal, state, and local regulations. Final Design: The consultant will be responsible for delivering a 90% design plan, which includes: • Complete set of construction plans and specifications. • Development of a final construction cost estimate and schedule. • Finalization of the permit package. Environmental Clearance: The consultant will: • Further develop preliminary plans as part of the functional design steps. • Update plans to incorporate feedback from public involvement, NEPA, and permitting processes. • Conduct stakeholder and public meetings, including a NEPA public information meeting or hearing. • Prepare documentation supporting the environmental Class of Action determination for review and approval by the Federal Highway Administration (FHWA). Construction: Pre-Construction and Construction Activities: Will oversee preconstruction and construction activities in compliance with DOT/FHWA regulations, requirements, and policies. The consultant’s role will include: • Finalizing survey, design, and plan development. • Securing NEPA clearance and obtaining all regulatory permits. • Ensuring approval of final plans, specifications, cost estimates, and federal fund obligations. • Supporting rights-of-way appraisal and acquisition processes. • Facilitating ongoing public engagement and coordination.
