Easily moved into position by landfill equipment which includes, but is not limited, to CAT D8T Waste Handler, CAT D9T Waste Handler with semi-u blade and CAT 826K landfill compactor, CAT 836K landfill compactor with straight blade. 2. Each fence to be constructed with an adjustable lifting bracket for the blade on the dozer and/or compactor to lift a single unit. 3. Each fence constructed with the adjustable lifting bracket on both the front and on the back for maximum capability to maneuver the fence into position. 4. The fence configuration shall be a canopy design to capture the windblown litter and allow it to remain contained as wind direction changes slightly without having to change the fence unit orientation. 5. Shall be designed for 100% loading at 65 MPH wind while continuing to push trash to the bottom of the unit. 6. Ability to tip fence forward to drop litter out of canopy for collection and proper disposal. 7. Minimum of two adjustable outriggers for each fence, with the ability to “stow” the outriggers when deployment in the down position not needed. Outriggers shall adjust independently and drop below horizontal to provide stability in uneven surface conditions typical of working areas at a landfill. 8. Fences designed to be placed in tight alignment with each other to minimize litter passing between adjoining fences. 9.
