This bid is designed to solicit responses from qualified contractors who will be responsible forproviding security services for the Douglas County Health Center (DCHC) located at 4102 Woolworth Stand Douglas County Offices Midtown Campus (MTC) located at 1111 S 41st St., Omaha Nebraska.This contract shall be for a term of two (2) years effective when fully executed. There is an option torenew for one (1) additional year upon written agreement of both parties.The agreement can be terminated by either party by sixty (60) days written notice of termination to theother party.Contractors are expected to provide a minimum of three (3) references with accurate contactinformation.BOfficer Requirements1.At DCHC, there must be two officers working on all three shifts, 7:00 a.m. to 3:30 p.m.; 3:00p.m. to 11:30 p.m. and 11:00 p.m. to 7:30 a.m. each day of the week, including weekends andcounty holidays.2.One additional officer shall be stationed at the Midtown Campus from 8:00 a.m. to 4:30 p.m.,Monday through Friday, except county holidays.3.DCHC and MTC officers shall cover for each other's lunch period and breaks.4.When requested by the employee or visitor contract officers will escort employees andvisitors to their vehicles after dark. This is for all shifts and all days of the week.5.Contract officers will establish a presence in the main employee parking lot during shiftchanges to ensure employee safety.6.Contract officer must report to work properly groomed, uniformed and equipped.C.Contractor shall:1.Perform criminal background checks through NCIC on all proposed officers that will performduties through this bid. If a criminal record is detected, contractor will discuss the infractionwith DCHC and jointly decide whether the proposed officer is suitable for work through thisbid.2.Verify that none of the officers selected to work through this bid are on the Sex OffenderRegistry, Child Abuse Registry or Adult Abuse Registry.3.Interview present DCHC officers for contract officer positions to be provided through thisbid.4.Allow DCHC representatives to interview and approve all proposed contract officers to workat DCHC and MTC prior to them being assigned to these locations.5.DCHC will provide two-way radios for communication between contract officers and DCHC.6.Provide all necessary uniforms and personal equipment needed.a.All security personnel shall wear the uniform and all authorized personnelequipment while on duty.b.Uniforms must be maintained in a clean, serviceable condition.c.All security personnel are required to wear the prescribed uniform at all timeswhile on duty.d.No security personnel shall enter on-duty without wearing a complete uniform.e.No weapons of any kind7.Provide daily shift reports and reports of incidents and matters of importance. These are tobe submitted electronically and are to be reviewed and approved by the supervisory staff forproper grammar, spelling and the absence of personal editorializing. D.Contract officers duties include but are not limited to:1.Provide direction to visitors, patients, customers, employees and vendors.2.Ensure all employees have proper ID and that each employee scans his/her access card asthey enter the building.3.Assist DCHC and MTC personnel in emergency situations such as medical emergency,weather emergency, security and fire emergency. Contract officer will know and followcurrent security and DCHC policies in these situations.4.Monitor security cameras and report any suspicious activity to the Director or BuildingManager.5.Conduct roving patrols inside the buildings when not at security desk or post. Report anysuspicious activity to the Director or Building manager.6.Patrol parking lots (by foot) and report any suspicious activity or any vehicles notauthorized to park on the Health Center campus.7.Contact 911 when necessary.8.Monitor various alarms while the PBX operator on evenings and/or nights is on break.9.Review the attached contract officer position description as included in this bid foradditional duties.E.All Contract Officers shall complete the following training which will be provided by DouglasCounty Health Center Staff:1Completion of the initial CPI Nonviolent Physical Crisis Intervention course of seven hoursand return annually for a four hour review. During this review, they will be trained in:a. Four different behavior levels and staff actions/response to those levelsb. De-escalation techniquesc. Limit setting techniquesd. Personal safety movese. Team control movements2Completion of two-hour Code 55 training. This includes:a. Experience with mechanical restraintsb. Use of walking restraintsc. Use of boat restraintsd. Transferring the patient from the boat to the bede. Communications strategies for difficult/aggressive/assaultive behavior3Receiving training in the use of fire extinguishers every two years and successfullycompleting an annual poster review that covers the mandatory topics requires by licensingand certifying agencies of DCHCF.Billing shall be submitted to DCHC. One bill shall be submitted for DCHC and another one forthe MTC No additional specifications were given.
