The Nebraska Department of Education (NDE) invites proposals from qualified Bidders to provide comprehensive project coordination services in support of the Coherence and Alignment for Educators and Families (CAEF) initiative, funded through the U.S. Department of Education’s Competitive Grants for State Assessments (CGSA) program. At the core of this work, NDE requires a Bidder who can ensure that the many activities, vendors, and deliverables within the CAEF initiative are strategically aligned, effectively managed, and consistently monitored to achieve the project’s objectives. Project coordination will serve as the foundational responsibility of the selected Bidder. This includes facilitating communication among vendors, ensuring timelines are met, aligning deliverables across multiple work streams, and identifying and addressing risks that could impact project success. Strong coordination will provide the structure and stability necessary for the initiative, allowing NDE staff to focus on engagement with districts and stakeholders while maintaining confidence that all aspects of the project are moving forward in a cohesive and organized manner. In addition to leading coordination, the Bidder will support federal compliance and project documentation. This includes tracking activities against federal CGSA requirements, preparing and submitting reports to the U.S. Department of Education, maintaining detailed records of decisions and deliverables, and ensuring accountability across all partners. Preference will be given to Bidders with demonstrated experience managing federal education grants, particularly CGSA-funded initiatives, as well as expertise in documenting and aligning complex, multi-vendor projects. Through this partnership, NDE seeks a Bidder who will function as the central organizing hub of the CAEF initiative. The Bidder will synchronize vendor contributions, reinforce federal compliance, and ensure project transparency. With project coordination as the foundation, this work will enhance Nebraska’s capacity to manage complex federal initiatives, strengthen the coherence of its statewide assessment system, and ultimately deliver on the CAEF vision of providing families and educators with clear and actionable information about student learning.
