Specifications include, but are not limited to: Duplication of Benefits (DOB). As described in the RFP, assist DED in determining sources and verification methods of DOB in the CDBG-CV and CDBG-DR programs. 1)Conduct research to identify funding sources that would be considered a duplication of benefits for CDBG-CV and CDBG-DR funding. 2)Draft duplication of benefits policies and procedures for the state’s method of distribution for the CDBG-CV and CDBG-DR programs. NOTE: A proposed method of distribution showing programs/activities under both funding sources is included as an attachment to this RFP (Attachment 1). 3)Develop template forms and documents for DED to utilize under the CDBG-CV and CDBG-DR programs to document compliance with duplication of benefits requirements and identify the maximum award amount of CDBG-CV and CDBG-DR funding eligible for each project. 4)Provideon-going technical assistance to DED on duplication of benefits related issues as requested by DED. Respondents to this RFP are encouraged to include additional tasks that they deem necessary or relevant to this scope of work in their response. Respondents should include any additional tasks, costs, and anticipated completion dates in the Cost Proposalsubmitted in the response to this RFP. Provide weekly written activity reports via email to the Department.
