Specifications include, but are not limited to: The State of Montana Office of Public Instruction / School Nutrition Programs is the State Distributing Agency for USDA Foods which are allocated to School Food Authorities (SFAs) that participate in the National School Lunch Program. The OPI’s responsibility in this role is to use the most efficient and cost-effective system for providing warehousing and distribution services to recipient agencies [7 CFR 250.13(b)] and to the extent practical, in accordance with the specific needs and preferences of recipient agencies. [7 CFR 250.13(a)] USDA Foods are delivered by their respective vendors to a State-owned warehouse in Helena, Montana, where the goods are held until being delivered to 263 School Food Authorities in the State. A distribution schedule for the school year is established for the dual purposes of planning on the part of the SFA’s and managing warehouse capacity. In the 2019-20 school year, 78,400 cases of USDA Foods valued at $3,500,000 will be distributed to SFA’s in Montana. Comprised of approximately 55% frozen, 40% dry and 5% refrigerated items, this breakdown is expected to remain consistent in the foreseeable future. Insurance requirements are non-negotiable, and will be specified in the solicitation.
