Specifications include, but are not limited to: The Offeror must provide the following services and offerings as a part of this contract: 3.1.1 Schedule programs per the criteria listed below in section 3.1.1.1 through 3.1.1.4 3.1.1.1 Provide programming and scheduling service for the following two channels: 3.1.1.1.1 MontanaPBS – HD non-pledge programming (24/7) to include both children’s and adult programming pledge programming (March, usually about 17 days, and Nov. / Dec., usually about 17 days) other fundraising or special event programming as required 3.1.1.1.2 MontanaPBS – Create pledge programming on MontanaPBS – Create (March, usually about 14 days, and Nov. / Dec., usually about 14 days) 3.1.1.2 Create a programming schedule, on every contracted programming service, which will be sensitive to Montana audience demographics and to the needs of all parts of the State. Montana includes audiences from multiple diverse areas that differ geographically, environmentally, economically, politically, and socially. Some of the contrasting audiences include: Rural vs. Urban Native vs. Non-native Socially Conservative vs. Liberal Forested Mountain Valleys vs. High Plains 3.1.1.3 Balance nationally distributed programming with local productions, local acquisitions, and other regional interest programming.
