Please note: This is a Sole Source Notification. Alternatives Inc. for Total Offender Management Software (TOM). This is a comprehensive, secure, and extensively vetted system. It serves as the system of record for all currently contracted pre-release centers in the State. The software is specifically designed to meet the operational, reporting, and data management needs of pre-release facilities, and it aligns precisely with the DOC’s requirements for tracking and reporting on individuals participating in pre-release programs. Due to Alternatives, Inc.’s deep institutional knowledge and technical expertise with TOM, as well as the software’s integration into all existing pre-release facilities, TOM has been designated as a required interface within the DOC’s broader Offender Management System to ensure consistent information sharing across facilities. The department believes it is the most cost-effective solution. The implementation cost of the TOM software is $30,000, with an additional internal agency cost of $200. The ongoing annual cost for the software is also $30,000.
