Specifications include, but are not limited to: Part 1: Through creative and opportunistic survey: identify public preference for each alternative. Suggested techniques include but are not limited to: Online survey (desktop and mobile), social media content, visual preference, tag-on events, pop-up meetings or events to engage the public, website opportunities, media, digital and print materials, in-person events. BE CREATIVE! Part 2: Based on the alternatives chosen, include a prioritization exercise for the public to rank each chosen preferred alternative in regards to timing and importance. Each alternative demonstrates options for implementation; the deliverable for each option is to develop a preferred ranking. Visuals of each concept are available in the plan. The visuals can be made available to the successful consultant electronically. New visuals of the preferred options should be developed as applicable as part of the process and to include in the final plan document. Potential bicycle facilities have been identified for the north/south roadways of 32nd Street, 30th Street, 25th Street, and 13th Street as well as the east/west corridors of Montana Avenue, 2nd Avenue N, 3rd Avenue N, and the east end of 6th Avenue N. These potential bicycle facilities would provide connectivity to existing bicycle infrastructure outside of the downtown study area. As part of this public outreach project, preferred bicycle facility options should be included. Options for bicycle facilities should be in accordance with the 2016 Billings Bikeways & Trails Master Plan.
