Specifications include, but are not limited to: The Montana Fish, Wildlife & Parks (FWP) is requesting proposals for 310/124 permitting assistance. A. Purpose: To provide consultation and recommendations on proposed projects requiring compliance with the Natural Streambed and Land Preservation Act (310) and the Stream Protection Act (SPA) as requested by FWP Regional fishery staff. B. Contractor’s Duties: Contractor may perform one or both of the following tasks: Task A: Represent FWP on team inspections by County Conservation (CD) Offices of 310 projects and or inspections of SPA projects submitted by county road departments, cities, counties, Forest Service and other agencies. For 310 projects, the contractor will review the proposed projects in the field, confer with other team members and make written recommendations to preserve or enhance aquatic habitat. Written recommendations will be made on forms provided by the CD and submitted to the FWP advisor to the CD (usually a Fish Biologist) following team inspection. The FWP advisor may accept or modify those recommendations before they are submitted to the CD. For 124 projects, the contractor will receive instructions and procedures for SPA inspections from the Regional Fishery Manager or Fish Biologist within 5 days of the project review. The Fishery Manager may accept or modify the contractor’s recommendations before they are submitted to the sponsor agency. Task B: Review 310 or 124 applications or projects slated for submission for the purpose of providing FWP Fishery Managers and or Fish Biologists with an evaluation of risk of failure due to hydrological and geomorphological processes, and as requested, provide alternative designs to accomplish the objective of the applicant while minimizing impact to aquatic resources and river form and function. These duties may include site visits, examination of applications and photos, or meetings with applicants or affected landowners. Work products will be submitted directly to the Fishery Manager and or Fish Biologist who may at his/her discretion, use or modify the contractor’s recommendations. C. Location of work and Compensation: Services are requested on a statewide basis. Prospective contractors should check the box for counties they are willing to perform either Task A or B, and provide an hourly rate, which includes all expenses, including travel expenses. This form will be found under the questions section of this bid solicitation. For Task A, work will include conducting field inspections on behalf of FWP and attendance at Conservation District meetings. For Task B, work will include providing risk evaluations and alternative designs of 310 and 124 applications. It may also involve accompanying FWP biologist on inspections and attendance at meetings as requested. Please indicate below the hourly rate you charge for the counties you are able to perform services for either Task A and or Task B. D. Contractor Requirements: To qualify for Task A work, contractor must demonstrate previous experience conducting 310 or 124 inspections or have an undergraduate/graduate degree in natural resource management or civil engineering, must provide document confirming education. If inspections have been previously conducted, provide dates, locations and number of permits conducted previously for FWP or other organizations.
