Specifications include, but are not limited to: The Department of Environmental Quality (hereinafter referred to as the State) is seeking a contractor or contractors to provide technical and financial and managerial assistance to public water and wastewater systems that help them maintain compliance with federal and state laws. The Drinking Water State Revolving Fund (DWSRF) is charged with funding certain provisions of the federal Safe Drinking Water Act, through the use of set-aside accounts. The DWSRF Program is given flexibility to set aside specified amounts of the federal drinking water capitalization grants for specific purposes outlined in federal law also outlined in state law in MCA 75-6-201, et seq. These set-asides include technical assistance for small communities and capacity development. This solicitation is divided into two categories: (1) technical assistance and (2) financial and managerial assistance. Each category will be independently reviewed. The State reserves the right to award one contract for each category or to award one contract for both categories, whichever is in the best interest of the State. The State has incurred approximately $175,000 annually in contracted expenses for both categories combined over the past seven years and anticipates nearly the same level for the next several years.
