Specifications include, but are not limited to: Update all demographics with 2010 Census data - Continue to hyper link all available local mitigation plans - Develop loss estimates by county on a state map for each hazard to display areas of regional vulnerability - Create more detailed table of completed Mitigation projects that includes all ancillary (matching) funding sources - Create a county/state map that pinpoints the location of prior/ongoing construction projects compared to vulnerability maps - Scrub local mitigation plans for mitigation actions that were implemented during their update or are being implemented via current/ongoing projects since last update (this may include projects other than Pre-Disaster Mitigation funded actions) - Conduct Statewide Hazard/Risk Assessment and 1. Use Fire Incident sites/Fire Reporting system for fire data. 2. Use Hazards United States (HAZUS) for flood data. 3. Use Spatial Hazard Events and Losses Database (SHELDUS) as back up for hazard data unavailable elsewhere. 4. Use/include State Geographic Information Systems (GIS) layer to map state facilities and buildings in specific hazard areas. 5. Include available Tier I and Tier II data on state seismic risk (State Department of Administration has this data.) 6. Obtain/digitize the inundation maps and include in hazard dam risk data. A good number of local jurisdictions have hard copies of federal dams that the State doesnt have copies of. 7. Include results/meeting minutes of any mitigation action items of Montana Drought Advisory committees and other pertinent state agencies addressing drought. We need to re-include drought in the next plan. 8. Develop maps (if feasible) that show percent change of population by county and/or number of residential building permits by county and hazard prone areas. (Probable that residential building permit information is not compiled by any State agency and assume it will involve calling planning departments of each county and incorporated city/town.) 9. Meet and include in the Plan the new terrorism/risk assessments from Department of Homeland Security, Re: Threat and Hazard Identification and Risk Assessment (THIRA). At the time of submission FEMA has not provided the State with a definitive statement of work (SOW) that it desires to see included in State PDM Plans. Therefore, the contractor must be flexible to complete this requirement.
